Synopsis
1949年1月31日，北平和平解放，解放军某师参谋长冯天祥被任命为309办公室副主任。专门负责党中央和毛主席及民主人士的安全保卫工作，并协助中央准备建国事宜。与此同时，南京方面毛人凤任命老牌特工段云飞为新任北平站站长，命其找出中共中央和毛泽东住地具体位置，开展破坏活动。 段冯二人国共合作时期曾有过短期的合作，然而，段以为是冯杀了他的爱妻，对冯怀恨在心，要亲手诛之。 开国圣典正在紧张的筹备中，段云飞不断制造各种暗杀和破坏活动，制造紧张气氛，矛头直指冯天祥。冯天祥知道，不除掉段云飞，将会给开国大典埋下巨大隐患。 情报泄露，冯天祥决心查出隐藏在内部的特务。中共特工老李暴露被杀，蒋介石炸毁南苑机场，民间一度恐慌，冯天祥心急如焚。冯派干将林国生打入北平站内部，主动出击，成功瓦解段制造的北平暴动，缴获其电台，抓捕了段手下特务。李克农亲自电报毛人风。 儿子被绑架，下属牺牲，冯天祥不顾一切冲进敌人的防线，与段云飞当面对峙，二人百感交集。得知妻子非冯天祥所杀，段云飞举枪自杀。 敌人的阴谋被摧垮了，开国圣典在天安门如期举行。在毛泽东洪亮的嗓音下，五星红旗冉冉升起。
